Job description

The Audit Committee (‘the Committee’) of the Victorian Parliament is an advisory committee to the Presiding Officers of the Parliament (Speaker of the Legislative Assembly and the President of the Legislative Council).

 

Role and Purpose

The purpose of the Audit Committee is to provide independent and objective oversight and assist the Presiding Officers in the discharge of their duties. The Committee will:

  • Review and assess the effectiveness of Parliament’s systems and controls for financial management, performance and sustainability, safety of all personnel and IT security.

  • Oversee and monitor Parliament’s risk management policies, practices and reporting, including a focus on emerging risks that may impact Parliament’s ability to deliver its objectives.

  • Monitor the Parliament’s policies and practices for compliance with relevant laws, regulations, codes of conduct and other practice.

  • Oversee the internal audit function.

  • Provide advice on matters related to the external audit.

 

Membership

The Committee comprises at least five members who will be:

  • The Speaker of the Legislative Assembly

  • The President of the Legislative Council

  • At least three independent members who are not Members of Parliament or the Parliamentary Service.

 

The Position

The Audit Committee is looking for an additional Member in the near term. The Audit Committee meets a minimum of four times a year. Any prospective Member is expected to attend all Audit Committee meetings.

Skills and Experience

The Audit Committee is ideally looking to add the following skills and experience to the Committee:

  • Deep and current understanding of the legal and governance frameworks with particular emphasis on legal compliance, governance and risk management. An appreciation of the possibilities afforded by contemporary best practice in private sector and public organisations.

  • Strong credentials in law, a tertiary qualification is required.

  • Strategic and commercial mindset balanced with a good understanding of public interest and purpose.

  • Current or previous experience as a Non-Executive Director. Solid executive level experience.

  • Human resources management and organisation development experience would be an asset.
