Homes Tasmania will provide opportunities for all Tasmanians to live in safe, secure, and affordable housing.

Overview

Homes Tasmania is to be established as a State Authority under the State Service Act 2000, subject to passage of legislation through Parliament. The Homes Tasmania Board is to be established under that legislation.

Homes Tasmania will be tasked with increasing opportunities for all Tasmanians to live in safe, secure, appropriate and affordable housing. Homes Tasmania’s remit spans a range of short, medium and long term strategies to facilitate access to affordable housing by low and middle income people, provide housing and community support services to assist some of Tasmania’s most vulnerable people to participate more fully economically and socially in society.

The Board will be a skills-based Board with Board Members to be appointed by the Minister. It will operate in a legislative and public policy environment that provides frameworks for accountability, governance, management, policy development and service delivery. Maintaining public trust in the Board, the Board Directors and the organisation will be critical.

As a governing Board, it will be responsible for ensuring effective systems and processes are in place to shape, enable and oversee management of Homes Tasmania to achieve its statutory objectives. Board Directors will undertake their duties and responsibilities honestly, fairly and diligently, in accordance with the law and all policies, procedures and guidelines of Homes Tasmania, for the benefit of the Tasmanian community.

Key Attributes sought in Board Directors
  • Mix of commercial, government and/or NFP sector skills and experience with an understanding of community development or welfare.

  • A selection of professional skills encompassing strategy, legal, finance, marketing, human resources, quality, safety, advocacy, risk management, building/construction, practical and pragmatic approach to the delivery of real housing outcomes.

  • A strong values alignment and empathy for the work of Homes Tasmania with a sound understanding of contemporary best practice affordable housing and homelessness.

  • Sound judgement with a good strategic lens and also sensitive to the needs of the most vulnerable members of the community.

  • Knowledge of decision-making and governance processes ideally in a community and/or place-based setting.

In addition, the Board Chair will:

  • Lead by example in demonstrating behaviours desired from Board Directors, including integrity, accountability, professionalism and respect;

  • Facilitate an environment of trust and openness to ensure consultative and constructive communications among Board Directors, and encourage their contribution to Board deliberations; and

  • Assess and manage risk and report concerns to the Portfolio Minister.
