New Transport Safety Regulator
On 25 February, Government announced the creation of a new entity to lead transport safety regulation across key transport sectors, unifying the expertise of regulators to improve safety outcomes for all Victorians.
From July, the new regulator will bring together the functions of Transport Safety Victoria (TSV) and Commercial Passenger Vehicles Victoria (CPVV), to make it easier for Victorians to access the information and regulatory services they need including compliance, accreditation and registration. The new regulator entity will be responsible for regulating bus safety, marine safety, and commercial passenger vehicle safety.
The new entity will be established as a single member corporation, with its own legal identity and employ its own staff. This new single member corporation ‘entity’ will be led by a Chief Executive Officer accountable to the Minister for Public Transport and the Minister for Ports and Freight, supported by an Advisory Board.
The Chief Executive Officer (CEO), is accountable for ensuring the delivery of safe, effective, sustainable, reliable safety regulation and related functions for the bus, maritime and commercial passenger vehicle sectors.
This is a high profile public position which is regularly exposed to industry, stakeholder and media scrutiny, requiring balanced responses that address the need for immediate reaction and longer-term management.
The CEOs of CPVV and TSV currently have 7 direct executive reports with responsibilities for the following Divisions:
Director Maritime Safety
Director of Operations
Director Bus Safety
Director Corporate Strategy and Performance
Director Customer Services
Director Legal , Governance, General Counsel
Director Safety Operations and Policy
The person appointed to the new CEO position will be directly responsible for leading the new organisation in delivering all its functions and programs, including educational programs, regulatory compliance monitoring and enforcement activities and proactive stakeholder management in accordance with State legislative and regulatory frameworks for the regulated sectors and State Government policy. In leading the single regulator leadership team, the CEO will foster a culture of inclusiveness and engagement with all employees, to create a collaborative work environment that support the integration.
On behalf of the Department, we are now seeking candidates with the following attributes:
Experience leading a service driven safety regulatory organisation within a complex stakeholder environment, with exposure to the transport and /or maritime sectors.
A proven track record for delivering transformational change whilst developing and implementing the framework for future state.
Extensive stakeholder engagement, influencing and negotiation skills in highly nuanced settings at senior levels.
Contemporary and highly empathic people leader with a strong track record of building a positive and collaborative high-performing workplace culture. Can build trust; inspires and motivates; is able to harness the collective capability of staff towards a common goal.
Significant exposure to high-level regulatory environments where results have been achieved within regulatory boundaries.
Strategic leadership experience working with executive teams, staff and key stakeholder identify, develop and drive implementation of strategies aimed at business, operational and delivery improvement.
Gravitas, political nous and is an exemplar of trust and integrity.
